The U.S. Department of Labor announced Sept. 1, 2009 that it has awarded Horizons Youth Services (HYS) a two-year contract to operate the Carl D. Perkins Job Corps Center in Prestonsburg. The contract includes an option for three additional years.
HYS assumed operation of the center Oct. 1.
HYS has announced that it will retain Thomas Rainey as center director. Rainey has served as center director at Carl D. Perkins since Jan. 24, 2008.
In announcing Rainey’s appointment, Peter Calvo, president of HYS, said, “We are pleased to welcome Tom Rainey to the Horizons Youth Services team and look forward to working with him and the talented, dedicated center staff here to make Carl D. Perkins one of the top Job Corps centers in the nation.”
Rainey began his career at Carl D. Perkins in May 2002, serving as the finance and administrative director before being promoted to center director.
Since assuming the center director’s position, Rainey has worked closely with the Floyd County Chamber of Commerce. He currently serves as the chamber’s treasurer and chairman of the Economic Development Board. He is a 2006 graduate of the chamber’s Leadership Floyd County program. He also serves as a member of the Allen Elementary School Site Based Council.
Rainey, who lives in Banner, is a 1991 graduate of Wheelwright High School, and received a Bachelor of Arts degree in Business Administration from Pikeville College. He is married and has two children.
HYS, which was founded in 1983, currently operates four other Job Corps centers, including two in Kentucky – the Muhlenberg Career Development Center in Greenville and the Whitney M. Young Job Corps Center in Simpsonville. HYS also operates the North Texas Job Corps Center in McKinney, Texas and the Sacramento Job Corps Center in California.
HYS is a leader in developing and operating innovative youth programs, including leadership developing and training programs. Twice a year, Horizons conducts its SGA Leadership Conferences for student representatives from regional Job Corps centers.
